通过生态补偿的理论基础研究,建立上游地区生态建设与保护补偿模型。从直接和间接两个方面对生态建设与保护的总成本进行汇总,并引入水量分摊系数、水质修正系数和效益修正系数以计算生态补偿量。以新安江流域为例,利用所建立的模型确定了2000-2004年间上游地区生态建设与保护所需的年补偿量,结果表明:通过模型计算可以得到相应合理补偿量及逐年变化的规律,为建立流域生态共建共享机制提供依据。
Abstract:Basing on the analysis of ecological compensation theories, this paper presents a model for river basin ecological compensation calculation. After counting the direct and indirect investment on the environmental conservation as the total investment, this paper introduces three coefficients, water coefficient for water quantity proportion, water quality coefficient for the modification of water quality standard and economic benefit coefficient for the modification of total benefit count, to calculate the ecological compensation volume. This paper applies the model in Xin’anjiang River Basin. The results show that this model can estimate the reasonable ecological compensation with its changes between 2000 to 2004 and it can be implemented as the basic in the establishment of ecological compensation mechanism.
