回顾了2003年至2018年内蒙古水权交易制度建设实践探索历程,从盟市内水权转换、盟市间水权转让、市场化水权交易三阶段梳理内蒙古水权交易制度典型实践成效,揭示内蒙古黄河流域水权交易制度建设实践的理念、理论、制度、管理、技术五大创新,最后,针对构建内蒙古水权交易制度建设的发展提出对策建议。

Reviewing the institutional construction of water rights transaction from 2003 to 2018 in Inner Mongolia, this paper summarizes the typical practices and effects of water rights transaction in Inner Mongolia from three stages: water rights transfer in the city, water rights transfer intercity, water rights transaction marketization. It reveals five major innovations of philosophy, theory, system, management and technology in water rights transaction for the Yellow River basin of Inner Mongolia. Finally, targeted countermeasures are proposed for water rights institutional construction in Inner Mongolia.
