水文是国家水安全保障和经济社会高质量发展的重要支撑,加快构建数智融合的智慧水文体系,是落实国家重大战略的必然选择。在分析水文发展时代背景与研究意义的基础上,阐述了智慧水文基本内涵,包括以社会水文为发展理念和目标、以绿色水文为发展方式和方向、以智慧水文为发展动力和路径、以和谐水文为价值取向和精神追求四个方面的行业属性;以守正创新为核心的基本内涵;以“需求牵引、应用至上、数字赋能、提升能力”为主线,以“数”的深度挖掘、“智”的全面应用为重点,以提升感知能力、认知能力、决策能力为内容的建设原则。提出了由数字水文、业务应用、支撑服务、网络安全体系、保障体系等组成的智慧水文总体框架,明确了从站网、感知、专业、服务、保障等五大体系推进的实施路径,并以长江水文多年的智慧水文建设实践为例,从强化监测网络、提升感知能力、赋能业务升级、打造服务引擎、夯实发展基础等方面,为数智水文建设、加快发展水文新质生产力提供了可靠的解决方案。
Abstract:Hydrology plays a supporting role for national water security and high-quality economic and social development. Accelerating formation of a smart hydrological system that integrates data and intelligence is an inevitable choice to implement main strategies of China. Based on history of hydrological development and significance of research and study, elaborations are made on basic connotation of smart hydrology, including four industry attributes of taking social hydrology as concept and goal, green hydrology as development mode and direction, smart hydrology as driving force and path, and harmonious hydrology as value orientation and spiritual pursuit, and basic connotation of adhering to integrity and innovation as the core. The construction principle places an emphasis on “demand driven, application focused, digital empowerment and capability enhancement”, with a focus on “data” accumulation and overall application of “intelligence”, to enhance perceptual, cognitive,and decision-making capabilities. A comprehensive framework for smart hydrology is proposed, consisting of digital hydrology, business application, supporting services, network security system and guarantee system.The implementation path for promoting five major systems of station network, perception, professionalism,service and guarantee is specified. Taking smart hydrology practice in recent years in the Yangtze River Basin as an example, solutions are given to strengthen monitoring networks, increase perception capabilities, empower business upgrades, build service engines, and consolidate development foundations, so as to establish digital and smart hydrology and accelerate development of new hydrological productivity.
