京杭大运河全线贯通补水的实践与思考

京杭大运河是宝贵的水利文化遗产。水利部从2022年起启动实施了京杭大运河全线贯通补水行动,针对流域水资源开发利用严重超载、河道生态功能受损、沿线地下水超采等突出问题,采取多水源精细调度、河道空间形态整治、加强水质保护、实施水源置换和地下水回补等措施,显著改善了运河水系的水资源条件。介绍了京杭大运河贯通补水实践,从河道生态环境复苏、置换压采深层承压水、入渗回补浅层地下水、促进大运河文化保护传承利用等方面梳理了贯通补水取得的效果,提出了水源保障、系统治理、智慧管控等建议。

Abstract:

The Beijing-Hangzhou Grand Canal is a precious heritage of water resources and culture. Since 2022,the Ministry of Water Resources has launched a water supply campaign for the Beijing-Hangzhou Grand Canal.In view of the serious overloading of water resources development and utilization in the basin, the damage of ecological functions of river channels, and the overexploitation of groundwater along the river, measures such as multi-water source fine scheduling, river spatial pattern improvement, and strengthening water quality protection, water source replacement and groundwater recharge have been taken. The water resource condition of the canal system has been significantly improved. Introduces the practice of water replenishment through the Beijing-Hangzhou Grand Canal, and reviews the results achieved through water replenishment from the aspects of river ecological environment recovery, displacement of pressure mining deep confined water, infiltration and replenishment of shallow groundwater, and promoting the protection, inheritance and utilization of the Grand Canal culture. Suggestions on water source security, systematic governance and intelligent management and control are put forward.
