海河流域“十五五”水安全保障关键问题及思路对策

当前,我国正处于由全面建设社会主义现代化国家起步期转向攻坚期的关键阶段,内外部发展环境变化对高位推动京津冀协同发展、持续强化生态文明建设、有效应对复杂多变灾害天气、传承延续历史文脉、全面深化水利改革等提出了更高要求。编制和实施“十五五”规划,对于全面落实党的二十大战略部署、推进中国式现代化意义重大。在总结海河流域“十四五”水安全保障工作成效基础上,立足服务京津冀协同发展等国家重大战略,针对新形势下流域“十五五”水安全保障规划编制中流域水旱灾害防御体系完善、流域水资源配置体系优化、流域河湖生态环境保护修复、流域治理体制机制法治管理等关键问题,从持续完善流域水旱灾害防御体系、加快构建国家水网工程体系、巩固复苏河湖生态环境治理体系、不断深化数字孪生水利体系、建立健全节水制度政策体系、持续纵深推进水治理体制机制法治体系建设等六个方面科学制定思路对策,加快推进新时期海河流域水利高质量发展。

Abstract:

Currently, China is at a crucial stage of building a socialist modernization country from the initial phase. At this critical moment, changes in both internal and external environments have raised high requirements for promoting coordinated development of Beijing-Tianjin-Hebei region, construction of ecological civilization, disaster mitigation, inheriting and continuing historical cultural traditions and deepening reforms. Formulation and implementation of the 15th Five-Year Plan has great significance for fully implementing the strategic deployment of the 20th National Congress of the Communist Party of China and advancing the Chinese path to modernization. Based on the summary of the achievements in water security protection during the “14th Five-Year Plan” period in the Haihe River Basin, and aimed at serving major national strategies such as the coordinated development of the Beijing-Tianjin-Hebei region, this paper addresses key issues in formulating the “15th Five-Year Plan” for water security in the basin under new circumstances. These issues include improving the flood and drought disaster prevention system, optimizing the water resource allocation system, protecting and restoring the eco-environment of rivers and lakes, and strengthening the institutional, mechanistic and legal management of basin governance. Scientific countermeasures are proposed from six aspects: continuously improving the basin's flood and drought disaster prevention system, accelerating the construction of a national water network engineering system, improving and consolidating the governance system for river-lake ecological environment restoration, deepening the digital twin water conservancy system, establishing and improving the water-saving institutional policy system, and continuously advancing the construction of the institutional, mechanistic and legal system for water governance in depth, so as to accelerate the high-quality development of water conservancy in the Haihe River Basin in the new era.
